Kazakhstan’s government formally approved the Oil Refining Industry Development Concept for 2025–2040, setting a target to increase total oil processing capacity from the current 18.4 million tons per year to 40 million tons per year. The strategy addresses a pressing vulnerability: despite being one of the world’s top crude producers (98 million tons forecast in 2026), Kazakhstan has periodically faced domestic fuel shortages due to insufficient refining capacity.
