Kazakhstan Oil Refining Industry Update 2026

🏭 Kazakhstan Oil Refining Industry Update 2026

Market Insight · July 2026 · LabVV Industry Intelligence

Kazakhstan’s oil refining sector is undergoing its most ambitious transformation in decades. With a newly approved 2025–2040 Development Concept, the country is targeting nothing less than a doubling of processing capacity, record-high refining depth, and the construction of its first greenfield refinery. This LabVV Market Insight breaks down the key projects, investment figures, and strategic milestones shaping Kazakhstan’s downstream oil industry in 2026.

📈 Capacity Expansion: Doubling Down by 2040

Kazakhstan’s government formally approved the Oil Refining Industry Development Concept for 2025–2040, setting a target to increase total oil processing capacity from the current 18.4 million tons per year to 40 million tons per year. The strategy addresses a pressing vulnerability: despite being one of the world’s top crude producers (98 million tons forecast in 2026), Kazakhstan has periodically faced domestic fuel shortages due to insufficient refining capacity.

In the first half of 2026 alone, 8.98 million tons of crude were processed at domestic refineries. To ensure product quality meets international standards, refineries rely on precision petroleum testing instruments for every stage of production and quality control.

🔧 Three Refinery Modernization Programs in Full Swing

📍 Atyrau Oil Refinery

Being comprehensively upgraded to meet Euro-5 fuel standards, which requires precise measurement of fuel viscosity (ASTM D445) and flash point (ASTM D93). Refining depth improved from 85% to 88%.

📍 Shymkent Oil Refinery

Also targeting Euro-5 compliance, requiring rigorous distillation testing (ASTM D86) to verify fuel composition. Refining depth increased from 86% to 88%.

📍 Pavlodar Petrochemical Plant

Leads with a 94% refining depth. Quality control demands moisture content analysis (ASTM D6304), multi-range viscosity testing, and flash point determination. A separate alkylate plant is under construction.

🏗️ Fourth Refinery: Greenfield Project Enters Practical Phase

The new 10 million tons/year facility will require a full suite of automated petroleum testers for ongoing quality assurance when operational.

💰 $19 Billion Investment Pipeline

Every upgraded or new facility will need kinematic viscometers, distillation apparatus, and flash point testers to meet quality standards.

⛽ Domestic Fuel Supply & Export Outlook

Aiming to eliminate domestic fuel shortages by 2033. Once capacity reaches 40 million tons, Kazakhstan plans to export 30% of refined output to Central Asia and the Caucasus.

🌍 Regional Cooperation

The expansion of regional refining capacity will drive demand for quality control laboratory instruments across Central Asia.
